Exceptions
The ban does not apply to vehicles of the Police, the Road Transport Inspectorate, the Border Guard, the Customs and Tax Service, the Armed Forces, the State Protection Service, technical emergency services, fire protection units and chemical rescue units, to vehicles taking part in rescue and humanitarian operations or in remedying the effects of natural disasters and failures, nor to vehicles used in the construction and maintenance of roads and bridges, for the transport of live animals, for the purchase of milk, grain or animals, for the supply of seagoing vessels, for the transport of broadcasting equipment and equipment for mass events, the press, medicines and medical supplies, postal consignments, dangerous goods requiring orange warning plates, perishable goods and foodstuffs, concrete and concrete pumps, municipal waste and liquid waste, goods unloaded from wagons within 50 km of the station, and in combined transport. The provisions also cover vehicles travelling empty to collect a load or returning after unloading (§ 3 of the regulation).

Zakaz nie dotyczy pojazdów Policji, Inspekcji Transportu Drogowego, Straży Granicznej, Służby Celno-Skarbowej, Sił Zbrojnych, Służby Ochrony Państwa, pogotowia technicznego, jednostek ochrony przeciwpożarowej i ratownictwa chemicznego, pojazdów biorących udział w akcjach ratowniczych i humanitarnych, usuwaniu skutków klęsk żywiołowych i awarii, a także pojazdów używanych przy budowie i utrzymaniu dróg i mostów, do przewozu żywych zwierząt, dla potrzeb skupu mleka, zbóż lub zwierząt, do zaopatrzenia statków morskich, do przewozu sprzętu transmisyjnego i sprzętu dla obsługi imprez masowych, prasy, lekarstw i środków medycznych, przesyłek pocztowych, towarów niebezpiecznych wymagających tablic ostrzegawczych, artykułów szybko psujących się i środków spożywczych, betonu i pomp do jego tłoczenia, odpadów komunalnych i nieczystości ciekłych, towarów wyładowanych z wagonów w promieniu 50 km od stacji oraz w transporcie kombinowanym. Przepisy dotyczą także pojazdów pustych w drodze po ładunek lub w drodze powrotnej po rozładunku (§ 3 rozporządzenia).
